Autopkgtest issues blocking python3.8 as default transition

I've gone through and statused the issues currently listed on the package
tracker for python3-defaults migration that are autopkgtest related [1].  I
stuffed it into a pastebin [2].  I'm open to suggestions about where better to
maintain such a list.

If you ever want python3.8 as default python3, please have a look and fix stuff.  
The ones labled py3versions -i are likely related to a common error I wrote to
on debian-devel recently [3].  They are easy to fix.

If you update this, please also update /topic in #debian-python as it is
listed there also.  This was painful to do.  I'm unlikely to do it again
(things like this are one of the reason I no longer co-maintain python3-
defualts).  It'll make everyone's life easier if we document our progress and
don't stumble over each other.

I filed bug #954395 against fdroidserver
I filed bug #954403 against joblib affecting circlator and spades
siconos already has a FTBFS bug #952601
I marked sagemath FTBFS bug #950147 affecting brial and sagetex

There was just a new python3-defaults upload, so everything shows as in
progress against hte new python3-defaults revision.  I'd be surprised if any
of the ones shown here don't come back once it's all processed.

Things are mostly sorted out from the last python3-defaults upload.  I've
updated the list again:

The ones marked NEW need someone to look at the logs and figure out what the
issue is.  Several fell of the list due to have been fixed, so the list is not
as much longer as the number of NEW issues would indicate.

Update for today:

Many of the new issues from yesterday dropped off.  Presumably they were
transients of some kind.  I've investigated the remaining issues, so no more
unknowns.  Plenty of bugs to fix though ...
