Hello Dan,
may you please tell me how exactly to reproduce this bug? The version
it's reported against is really old, and by chance it's already fixed:
if you can provide a steps sequence I can follow, I'll try to
reproduce against the latest reportbug version in sid (3.41).

Currently (sid) if in one's editor, one does

  Package: some-package
  Version: 0.97-41
  Severity: wishlist
  This line immediately follows the pseudo-headers with no intervening blank line, and there is no lines below it.

and hits RET back in reportbug, reportbug will remove that line and
send the message, as I tested in my exim queue offline.

Wait, I found it, it ends up here:

Subject: =?utf-8?q?some-package=3A_OriginalSubject=0D=0AThatLongLineIMentioned?=
