Bug#918973: udev rules and created user conflict with the one shipped in trousers package

Hi Laurent,

Why not? Would you like to coordinate that?
It seems to me that we need to create another NEW package that contains
the udev rules.

And then both libtss2 and trousers changes the package to not installed
the udev rules but Depends on that.

It's too late for buster to do this, so I'm tagging this bug buster-ignore.
