Bug#920014: efitools: please consider packaging latest upstream version 1.9.2

Dear Maintainer,

Please kindly consider updating efitools to the latest upstream version
before Buster ships. There have been a couple of important bug fixes
since last month that would be great to have in Buster.

For example, it fixes problems with signing variables for runtime
updates of KEK/DB/DBX, and with getting the hash of the kernel image in
some cases.

The latest upstream version is 1.9.2:

Dear Maintainer,

I have tested the new version and the only change required is a minor
update of the Makefile patch to account for upstream changes. It seems
to work fine otherwise.

I have submitted 2 MRs, one for the debian branch and one for the
upstream branch, to try and help out and save you some time. Tags
unfortunately cannot be pushed via MRs.
