Hello!

After upgrade from stretch to buster, broadcast messages are continously
printed to the console:

In dmesg this message first appears after network initialization:

I'm reporting this bug after reboot to old 4.9 kernel, because
continuous flood makes the console almost unusable, so some information
below can be irrelevant.
