Bug#929774: iproute2: please compile with NETNS_RUN_DIR=/run/netns

Dear Maintainer,

Currently, iproute2 is built with the default NETNS_RUN_DIR of
/var/run/netns[1].  Consequentially, if /var is a separate filesystem,
it is not possible to use ip netns to manage network namespaces early
in boot before /var is mounted[2], because the symlink from /var/run to
/run does not exist.

This can be fixed by adding the following line to debian/rules under
the definition of KERNEL_INCLUDE[3]:

export NETNS_RUN_DIR=/run/netns

Thanks for the suggestion, pushed to git so it will be part of the next
upload to experimental and then bullseye after buster ships.
