new default build flag from dpkg: -Wdate-time

[sorry for the double email, messed up with the r-b list address...]

Hi!

As part of the Reproducible Builds effort [0] we added a
"reproducible/timeless" feature area to dpkg which exports -Wdate-time
via CPPFLAGS [1].

In our CI infrastructure we enabled that in Spring.

We now think this is the right time to enable this flag by default.
From our builds, we can only see 4 packages which fail to build due to
this:
    subversion + unbound
        https://bugs.debian.org/790102
    expeyes
        https://bugs.debian.org/790103
    wsjt
        https://bugs.debian.org/804672


Following [2] we're now bringing this up on [hidden email] to learn
about for any known issues we may be not aware of, any concerns, etc.

Greg Beam KI7MT is actively working on both the upstream and the packaging
for this one. Given the age of the package currently in Debian, I'm not
suprised by the popcon value of only 5 recent users.

If wsjt falls out of testing for a short time, this will not have a massive
impact.

Hi Ian, All,

When I start updating the the package autotools, I'll be testing in
Pbuilder and will ensure things pass.

I can say, the current svn repository version builds without error and
only one warning about pthreads ( which I've tried for ages to resolve ).

I'd have to dig through the v9.3 r3639 package to see what's up, but,
I'm not sure that's worth the effort considering the package revision is
now at 10.0 r6051.

As for the poporn value, in resent weeks, I've had a couple folks ask me
about the WSJT repo version for Debian and it's close relatives. I
promptly sent them to get JTSDK and build it locally.

I did get an update from the upstream team, and they will be proceeding
with the Asciidoctor approach (Ruby v.s. Py2 dependency), which
eliminates the Python2 need completely and resolves several other F2PY
related items.
